Supplying Goods and Services

​

As a public hospital, West Wimmera Health Service is required to comply with the procurement policies mandated by HealthShare Victoria (HSV). Each year West Wimmera Health Service spends over $18m on a wide range of goods and services. To obtain the suitable supplies in an effective and efficient manner, while achieving the best possible value for money, the Service endeavours always to apply a transparent and strategic procurement process in accordance with HSV’s policies. This process considers the likely risk and complexity relating to the goods and services required.

We regularly review all our health service divisional requirements to develop our Procurement Activity Plan (PAP) for the coming three years.

The PAP is an overview of the major sourcing activities we are planning. We identify and assess potential suppliers through sourcing activities. Then, through market approaches and formal tendering processes, select and engage with an appropriate supplier that offers the best service outcome to our Health Service.

The supply of all goods and services to West Wimmera Health Service is subject to the terms and conditions as set out, unless otherwise specifically advised in writing.

Tenders

West Wimmera Health Service conducts its public (Open) and private (Closed Panel) requests for tenders (RFT), quotes (RFQ), expressions of interest (EOI) and requests for information (RFI), via an online electronic tendering system (E Procure).

In order to download any public and private releases to market from the e-tendering system, you must first be a registered member. There is no cost to register and access to the portal can be obtained by visiting our online electronic tendering system and registering.

All current public approaches to market will be listed on E Procure.

Please note, some approaches to market may be conducted via E Procure through a closed panel private release. Unless you have been included as a shortlisted invitee in these closed panel releases to market, you will not have access to any private listed notices.

HealthShare Victoria (HSV) regularly conduct their own approaches to market for statewide cluster and collective agreements that benefit and are used by all Victorian Health Services. These HSV approaches to market are available from the HealthShare Victoria website, along with their supplier registration information.

Asset Sale/Auction

The sale will be held on Friday 13 September from 10am - 3pm at the Cooinda Sheds - CNR of Queen Street and Park Street Nhill VIC 3418.

Procurement Complaints

​

Suppliers to West Wimmera Health Service and other interested parties may complain if they are dissatisfied or feel aggrieved by a procurement practice, process, or outcome. All complaints will be handled having regard to the principles of fairness, accessibility, responsiveness, and efficiency. 

​

Complaints are valued by West Wimmera Health Service (WWHS) because they can help us to improve our policies, systems and service delivery. All investigations of complaints and subsequent responses will be overseen by a person who is not involved in the subject matter of the complaint. Any identified supplier complaints  should, as a minimum, be compliant with the following:

​

  • Be made in writing by letter or email;

  • Contain the complainant’s name and address and the name and ABN of the supplier or other interested party they represent.

  • How the subject of the complaint (and the specific issues) affects the person or organisation making the complaint, include any supporting background information and evidence; and

  • Be marked ‘Procurement Complaint’ and forwarded to: Chief Procurement Officer West Wimmera Health Service PO Box 231 Nhill VIC 3418; or via email at: corporate@wwhs.net.au
